In the game, PANLINE is the Civic Flow Engine that sustains abundance for all. It is considered as the system of systems since it integrates governance, economics, and public infrastructure. All of these to implement the best possible material conditions for the citizens of The City. It has resulted in all essential and most non-essential goods being produced at zero cost.
Edge of a New Hierarchy
In the game, players take on the role of Runners who thrive in the value-inverted hierarchy. They control the flow of information and the new seat of power. Players rum with the Charter crew. It's a network of couriers, fixers, and data brokers that drive the new attention economy, which has been built on identity and exclusivity. Between jobs, players go to the base where favors get traded, introductions happen, and trust is built and broken.
A Skillset of Place
PANLINE is about movement with technique being everything. It's been passed down by senior runners, refined on real routes, and guarded like tradecraft. Players need to earn their approval, fold their knowledge into the lines and peel back The City in layers. —new routes, new vantage points, new ways through previously closed spaces.
It's important to remember that the City doesn't give out its layout. That means players have to build their navigational skills by exploring sightlines and landmarks. The challenge is to remember all of these considering that they'll only have a compass to keep them oriented.
Secret Contract Economy
The abundance is being run through a secret contract economy. Jobs come in through anonymous forums and message boards, paying whatever is sought after. Some runs are simple handoffs with others chaining into multi-stop jobs where routes and delivery conditions matter as much as time or distance.
In addition, the equipment players bring define the tier of contract they can take. Storage upgrades allow them to expand how much they can carry. Then there are specialized kits that protect high-value payloads and make riskier jobs viable.
